It also means that Jehovah is eternally our shepherd. The role of a shepherd was to care for the sheep and as sheep we need a lot of caring.

He is there to shepherd us 24-365. There is no point during the day or throughout the year when is He not here shepherding us. Being the true shepherd in every circumstance or situation.
